As David Utter of WebProNews puts it, Google has basically given the finger to sites that host "bad" software by displaying interstitial pages.  These pages are shown when a users clicks on a potentially harmful link that has been reported to stopbadware.org as distributors of "badware".

The majority of web users either don’t care or don’t know about malicious software, and that’s where stopbadware.org comes in.  With their database of useful information, pages like this (soon to replace the generic link on the interstitial) will help educate users about bad software and give them guidance they can trust.

Google is the first search engine to provide this level of protection for users.  This small page will cause greater peace of mind when visiting sites that can cast doubt — or at least it will give these "badware" sites another obstical to avoid.
