In Britain officials aree warning that their government itself is doing much worse than private industry at cutting emissions. And so the British government may have to start buying up many of the carbon credits it first issued to corporations.

Don't throw logic in the mix.
Cap and trade. Lets let people pay to pollute. Set the targets
and ENFORCE the targets. It is that simple.

However, it [cap and trade] might give a push to Nukes and
